Define the need.
Agree the decision, the user and the evidence required.
Develop the science.
Build methods, models and experiments with traceable data and explicit uncertainty.
Build and test.
Translate the work into a usable tool or technology, then assess it under its intended conditions.
Plan for adoption.
Work with partners on validation, ownership, support and the route to sustained use.

Each product advances according to its evidence, user need and stage of development.
